The past participle agreement depends on the gender and number of the direct object for avoir verbs.
Le ménage is obviously masculine singular. The direct object pronoun that replaces it is also masculine singular (le), and since it's before the verb, the past participle can agree with it and take the masculine singular form: fait.
The subject has no bearing in this whatsoever.
