if you follow it with a regular infinitive it is a request
"merci de remplir ce formulaire" -> please fill out this form
if you use a past infinitive, it's a thanks
"merci d'avoir rempli ce formulaire" -> thanks for filling out this form

merci d'avoir envoyer ce / merci d'avoir envoyer ça?

you can't use "ce" at the end like that
ça could work
but you need to use the past participle of envoyer
envoyer is a regular -er verb
i should probably do it soon since its so important
and all regular -er verbs form the past participle by replacing -er with -é
