Well the future tense part in your example is in the subordinate clause whereas the affirmative part is in the main clause

Okay so you have two choices here. The subjunctive present also implies a future aspect so just using the subjunctive present is fine in that context. However, if you want to emphasise the fact that the subordinate is in the future, you use the simple future
so it could be « je ne suis pas certain qu’il réussisse » or « je ne suis pas certain qu’il réussira » ?
