Likely a wordplay on c'est du flan. For rhyming, I guess. The expression means that it's a lie or a joke.
Basically everything other than this razor is crap, they aren't what they're craked up to be.

For your second question, you can imagine it as all the stuff that was put on market before this thing came along. That's why it's in imperfect.
