Rigoler est l’équivalent du verbe rire dans le registre familier. Mais il signifie aussi « plaisanter ». « Oh là, là, tu as un énorme bouton blanc sur le nez ! Mais non, je rigole ! » Si l’on veut employer rire en ce sens, ce sera sous la forme : « C’est ou c’était pour rire ! »

aussi, rire means to laugh, whereas rigoler means to giggle
Basically these are the same, and u can use both no matter the context, cause they have almost the same meaning
