"il y a eu" is the impersonal construction "il y a" using passé composé, meaning "there was"
"il y a été" is not this construction. Instead, "il" is a personal pronoun referring to someone, and the verb is être using passé composé alongside the object pronoun "y" indicating where that person was. Could be translated as "he went there"
