"Il fait beau" is better. But if you have to include temps in your sentence it would be the second option, faire beau only works with il
Le* temps
That's okay, similar to "le temps est beau" but "il fait beau" or "il faut bon" is way more natural anyway
Beau is used when to talk about how clear, how light and sunny the sky is, Bon is used for the temperature
