Since we're in a shortage of paper, which can be traced to Sulfur. Do we subsidize it via law to reward digging/mining sulfur? Highway law seems to have worked decently well by paying 0,4 per mined block. Could roll that out globally specifically for sulfur, on a dedicated budget.

I'd like to gather some opinions on it, whether it's worth a shot.

Paper is Natural Fiber + Crushed Sulfur + Ethanol

Sulfur is a bit of a surprise item which is normally ignored by miners, there is already good value in mining it but until its mining gets established supply will be low putting us in the current situation.
My concern is that if we offer a payment for mining it while those mining operations are being established it will simply be wasting money on something that will happen anyway and give a false impression that the payment worked.

We could offer merely starting subsidy, like 0,4 per block, but a cap of 1000 euro on that budget globally. If it's done, the subsidy will be gone
