The raising the funds is not the main point. It is a regulatory fee. It is ther eto enforce an already inplaced law. The fees would then be used to fund wages for people enforcing said law.

That IS the law that can be enforced buy the amount of manpower needed to do so is far more then any of us can do on our own
Also, you are STILL missing the point of a regulatory fee. It enforces a behavior change to stay in line of already established law.

Kyokes has proposed a vehicle registration fee imposed on classes of vehicles, that increases with each vehicle owned in the same category.
@warm meadow could you explain here, clearly, why you think this new law is needed, I could do so, but as the opposition to it, feel I might misrepresent you.
