Dynamite can turn blocks into garbage. If this happens on unowned land, the resulting garbage cannot be picked up due to the "[C] Global Placement Legislation" law, which disallows both picking up and dropping garbage on unowned land.
I'm requesting that the law is amended so that garbage can be picked up on unowned land, so that dynamite accidents can be remediated. This should be as simple as changing the "Cannot drop or pickup garbage [...] to "Cannot drop garbage [...]"
