Please make a law that closes all stores that have an owner that is abandoned. These stores clog up the economy viewer and have already exited the economy.

Unless stores have been changed from last I've played, this problem here is actually beyond what the government can do. Closing a store does nothing, you will still see the listings. In order to remove stores from the listing, they have to be picked up.
I know because I have requested this before, both from SLG as an option to filter stores you want to remove from view or by plain removing the store when people go inactive. As a merchant through several runs this is very annoying, but currently no way to deal with it

this is not true. a disabled store does not appear in the economic view.
And I would love to have something to disable dysfunctional stores.
Like a federal Store inspector (I volunteer)

When you say disabled, do you mean closed? If so this has been changed from the test patches we had, when I last played

We had an experiment ingame: Closing/Disabling a shop will remove it from the economic view but there is no indicator on the map itself, if you hover over the shop that it is closed.

i think the only lawful way is to gain control of the shop via the normal 7 day abandoned annex system or an unclaim request

to me that sounds like the equivalent of hanging a sign on the door stating "closed until further notice" and is logically legal if the game mechanics allow

I would argue that a sign is not visible in the Economic View (Y) and this is very important while you are searching for shops
