Legislators can’t really do much to have them change it, perhaps ping their towns mayor? If they ignore/don’t fix, then I would also recommend suing
They should also be able to give you your money back

If they dont fix it (even if they do), you can sue them for damages plus punitive fines, so they should be incentivized to fix them

You only get a tax-prevention for selling to other peoples shop will having 0 skills. (Transporter)
Your shop is still taxed and Rent is also taxed.
