Motion to Initiate a Case for misuse of government grants against J. Freedom

On December 27th, J. Freedom requested funding to help finish his "Unica Towers, Art Gallery" structure, located within the state of Unica. (See here for context: https://discord.com/channels/254025510651297802/1189612735915364454) J. Freedom said that the structure would be complete within "3-4 hours" of receiving funding with his initial request. However, 2 days later, the structure was not finished and J. Freedom requested additional funding. After scrutinizing his lack of progress, he assured me that the structure would be completed with more funds. From the initial request to the 2nd request, some supplies were bought but not much progress was made on the building. After receving the second disbursement of grant funding, the structure would go on to little further progress. On January 5th, more than a week after J. Freedom said he would be done in a few hours, the structure is still not complete.

In addition to not being complete, J. Freedom is buying tailings and storing them at the site. He is not buying anything that would indicate he is progressing further on the "Art Towers" project, and with the attached pictures I have provided, it would be hard pressed to call his current progress a completed structure, much less a musuem for art. The tailings J. Freedom is storing are even emitting pollution on site, a reading of 0.4 in some cases (enough to kill most wildlife).

In short, J. Freedom has not only not built the "Art Gallery" he promised, but has left Unica with an unfinished, pollution-emitting structure. This is not what was originally promised with the initial funding.

The Federal Government is seeking back its disbursed grants (totaling 7,500 Euros).

But why the tailings?

I can understand being away for the holidays causing a delay, however buying tailings while you are away and letting them sit on the surface in a cultural build, as well as building large square mortared stone towers with minimal features does not seem in line with high cultural building standards. Unless a good argument can be posed that this is worthy of high culture, I approve the siezure of the funds back to the SoC
