Tuub Town has an illegal law, forbidding non-citizens from digging or mining there.

I did not know it was illegal (It's been there a while tho)
I also don't think there are enough Tuub Town people active to vote to change that law.
And the Mayor in Tuub Town doesn't have instant law rights :/

Are you able to ammend your constitution to allow the vote to go through?
