Is there a design for how federal highways should connect to the federal ports? I was thinking the highways would ramp down into the ports, but with the road law, you can't place road under 70.

Well I don’t really wanna build the port but I want the road to slope down to be useable from the water

There is a district at each port allowing a ramp to be built and ignoring the height restriction. Federal engineer title is needed for digging the ramp though if any mining needs to be done.
