We (SamPlay and Eisenbaren) are currently building a tunnel under the Sea from Hamburg (draft) and City of Doggerland. However we are running into the problem that we are not allowed to build in the Deep Ocean due to the [C] Federal Waterways Legislation. The tunnel is deep enough that no ship will be blocked. We have permission by Doggerland and already have designated tunnel entrances on both sides. Can we change the law to adjust for height limits or add the title "Subsea tunnel workers" to be allowed to build in these areas? The tunnel is for reference from 1106, 580 to 1106, 380.
