Rick Bobby has an expired loan of 5700 euro with the First Panda Bank and went inactive without notice.
I would like to start the procedures to seize properties worth the value of the debt minus sale taxes depreciation (stuff I sell will be taxed) and minus the amount the debtor has in his account (which I would like to receive).

I dont believe this needs judge approval as it is for an overdue loan, so you will just need to work with an executive to manage the collection of goods and such

Issuance of an administrative act would just be the action of taking the money/property to pay for the defaulted loan

Yes, this is where it all falls to the lowest level jurisdiction. You would collect the money and give it to the bank, as the loan still needs to be paid off
