at the time when he did come on i was about to expand there but didnt but now that he is abandoned i can try to eexpand more upwards to the road

Yup, go to an executive desk, and use executive action to transfer that property from bartgast to yourself (Galileo), then you can walk to the property and pick up the stake to delete the property
