I would like to request clarification on the 'preferential access' law. Is this law directly about allowing access to certain individuals for items and services and not for others? Or does it also include different pricing. I would specifically like to look at two fundamental areas for this question. The first is town/state/ect claim stakes and plots - these seem like a vital part of civic planning and regulation of sales seems important. Secondly, with regards to food - should it not be allowable to incentivize the local market? These are the people that bring in the vast majority of crops that I use, but most of the food is being purchased by individuals out of town, making it hard at times to keep my gatherers fed - a price increase for travellers could both offer a modest deterent without removing access to the goods and help insulate the employees by ensuring there is better food available and, ideally, higher prices for their crops.

Last thing you mentioned about price increase for non-citizens would fall under discrimination. How do I know? I did that. I increased the price for non-citzens to make it much more affordable however the government felt that was right along with dennis. I wouldnt do it unless you are fine with getting hit with a law suit from anyone
