Right now only PM, Governors and I think MoF got rights to create gov bank accounts. Last cycles we always had the problem of inactive gov members signing up for gov but not coming back. This delays gov and the whole server pretty much. But since its important to give every timezone a chance we can not cut the time but we can enable MPs to use that time effective:
My suggestion would be to give those rights to all MP so while gov setup is being made they can already create needed accounts for laws which then can be imported or drafted. So voting on those can start immediately once setup is complete.
Just waiting for a timer to tick down feels really unrewarding. I mean at least that time is paid ...

There is an option for the import laws to also include the gov accounts needed for that. So altough it could create the situtation that thee are accounts no one has access to I think the accounts shouldn't be an issue to hold back laws/progress

If your PM is inactive you have way more severe problems, hence the change in government system to how the PM is elected. That should remedy sufficiently?

The changes are definitely an improvement for that situation. Main intention behind that suggestion is that MPs are able to develop laws without need of assistance. And smart laws tend to use gov account holding money as parameters. Since we have player from all around the world even active PMs need to sleep and that way preparing laws often results in draft time from more then one day instead of a few hours. In any case you will need another day to get needed votes from different timezoned but since we cant change that it would be nice to fasten up the step before.
