When placing a State Stake, it should count as the higher settlement type Available (Fed -> State -> Town). Right now. Its impossible to extend State influence, because they overlap.

Not only that, but i was able to create a Town culture building when i should be out of permission, Peculiar or Zen State should not be able to create culture buildings on behalf of Canal town!

If its working as intended, not only is not optimal, but also can be exploited.

What does out of permission mean?

I'm not aware cultural properties need permission to be placed?

Means that as Peculiar town mayor, e can place Canal Town culture building. I wasn't aware that non citizens don't need permissions to place culture buildings

If you can place a deed for whatever reason in a town, you can place a cultural one.

It will always only use the highest culture ones, so you don't block anything.

How about the culture building having preference, for the highest settlement tier? Is it a valid suggestion or already working as intended?

It works as intended, but I already suggested to check feasibility of adding a jurisdiction component.

But culture always makes borders bigger, never smaller, not sure how you could sabotage there?
