If it is intended for Ag moderns to stay on labs since they are a modern paper, any chance it can be moved to either Advanced Upgrade 4 or Modern Upgrades? With the new progression for power generation, AU3 is not only gated behind mechanics for the lab, but its now gated behind advanced smelting for electricity. This hinders the mid game a ton in terms of material/price progression. If its intended to create a big gap here, then no change is needed, but its very heavy.
