This will probably get a load of hate, but this limit would be like 20-30 research papers that you can sell per day, this is to combat greedy people who sell 100 research papers in one go, then they go onto become very wealthy and not allowing other people who can't make so many papers not be able to sell them, and most of the time these "greedy" people are in companies of multiple people and able to make loads of papers in a short time, the only concern to this is that there might not be enough papers for the university, but I doubt this would happen and the limit could be higher.

My thinking is, if someone can sell that many papers, the deserve the reward. The problem might be companies still might not be balanced? But, selling research papers seems little different than selling massive supply on a market with limited demand and leveraging your advantage for major profits with anything else.
Maybe on some of the harder research papers, but for the basic ones like the ore one (forgot name) it takes 10 ores and you get 8 euro, just a random guy doing almost no effort can get 1600 euros for about 30-45 minutes of work, leaving others broke, and just some guys wealthy, that was a bad explanation but you get the idea.
In my experience as former MoE, it's like pulling teeth to get papers sold, so the fact that someone did 100s of papers would be a good thing for the gov.
If the issue is someone making an unfair amount of money, it sounds like the buy price for the scroll is too high.
we had them prepared for at least a day. it's not hard mousing over the smelting skill book and looking up its ingredients. so we had the ones prepared we could make.
preparation works for every book and is not something easily countered. nor do i think it should be countered. i actually think it's a good thing.
For the basic metal/ore papers I think the prices are probably too high, its super simple to make hundreds and sell them easily
The price for these at least in part compensate for the garbage being produced as a side-product. Needs to be stored on claimed, which needs pricey LCP.

I get what you're saying, but space is not equal. Claimed Space is at a premium and has many uses.
