Thanks for the audit!
Unfortunately, open air tailings and garbage are completely legal, when when I asked the general population their opinion on the matter, they said they don't care, so I didn't push the matter further.

Else why should anyone pay for the disposal of their garbages or tailings?

§ 3 Environmental Damage [Criminal, Public]
(1) 1Failing to contain environmentally damaging substances in a way that reasonably protects the environment from harm entails an administrative fine of up to 1.000 €.
Guess the is a law for that after all. Assuming the gdoc is up to date
