Currently €0 is paid for laying stone road, yet pavement is to be stone road. This payment should also be at least the value being taxed for lifting stone roads, which is a static €1 cost and not linked to the #Federal Infrastructure Payout (Stone).

If you want to just dump stone roads with purpose, Altaica is still paying for them. Central, forest part could use some love.
Otherwise, demand for "asphalt only" makes sense in regard of federal highway.

Cost and payment are the same in federal law. I removed payment to also remove tax for picking those up because right now roads should be upgraded.
Bad side is that that one sidewalk will not reward payment but overall roadworkers get more money when upgrading federal Highways with no payment/tax for stone road
