I don't think the Mayor made this a title yet did he? I assumed he will be waiting for Asphalt to be available then convert Dirt straight to Asphalt. Or atleast that's what I'd do haha

Let me know if there's certain areas you want upgraded or not. I think Bill's right that stone roading the whole city just as asphalt is starting to become available isn't best, but maybe high traffic areas could benefit from a bit of upgrading? Your call, Mayor! 🙂
