#kent road tax on federal highway?

I tried to make sure that I was reading the road laws correctly, but I'm not really sure... I got taxed by the Kent Road Infrastructure to pick stone road on the Kent side of federal highway and replace it with asphalt, but if I was reading the Federal Road law correctly, that is already taxing us for doing this. So it appears that I got taxed twice for this? Is this how this is intended to work?
