Niantic changed the way they detect people spoofing, using 3rd party apps, etc. We can't know for sure that TPing and trading doesn't flag your account now. Can you do it? Yes. Will it now lead to a RW? We don't know. That's my point. It's not a question of "cooldown" rules changing. It's that Niantic appears to now be issuing RWs/Bans for doing things that used to be considered "safe" to do.
