So my first CD Meowth Balloon was at Hong Kong. I went back to Hong Kong 6 hours later, and saw a Rocket Balloon. I fought the regular R balloon, and spoofed over to UTC +14 area, and triggered another balloon, this time it was Meowth. So it is confirmed that you can speed up the cooldown by going to a different timezone, but it doesn't go backwards so you only get a few tries.
