you're right astro some ones that have optimal IVs of greater than 4 in each category can show up, but most don't. like i've been watching for a level 31+ charmander for Ultra League stats and it can't happen because it's impossible

anyway what i realized is that in order for a pokemon to spawn at higher than level 30 it hast to be weather boosted, but weather boosted also brings minimum IV (4 in each stat), and since rank ones usually have <4 in attack it won't be possible
