grass can counter Kyogre, but grass sucks in Master League

electric types don't do well in Master League, lack the bulk to even survive against Kyogre dishing out neutral damage, and get wrecked by the dragons

so the actual best counters to a Kyogre are Dialga and an opposing Kyogre
