Paris mall in its peak, was so far away from the other two. Zaragoza is #1 currently due to the stop density and how close both sides are to eachother so you reach the other side spawns occasionally.

Buda's issue is it's so spread, and it relies on natural spawns to increase catches which it doesn't lack, but after the first 30 mins, the results drop a good 20-25%
