shiny boost was valid only till the first day of the go fest, when they realised everyones rates were boosted, they(niantic) took countermeasures and fixed it. Now you will not get 7-8 shinies of pokemon at chicago or anywhere else. As of now, since yesterday's opening of go fest , I can see only horsea rates a bit higher than usual for shiny (maybe 1/50), rest all are back to their normal 1/450
