Reduced spawns means spawn points, and the answer is yes.

Nothing in the game is really rare. Maybe you don’t get it initially but Niantic does plenty of things to make sure everybody can get one of everything. Maybe legacy moves are rare, unless they make legacy move raid days a common thing.
