Someone said they turned back the shiny odds again. Can someone explain me how people know this? Also I feel like Niantic switched the rate from high to low several times as I got plenty shinies but they usually came in groups of 3 or 4 at a time. Almost back to back.

From what I can see, there are two spawn packs: the normal spawns pop up earlier and don't disappear as easily; the event spawns are slower and sometimes disappear or otherwise screw up. I think that's how they tried to split load during all the horrible CDs last year.
