To summarise what you can find all over the internet (😉)
Mons with relatively high Def and Hp stats will allow your pokemon to have better stats at a certain CP.

For example, a pokemon with 0-15-15 (A/D/H) at 1500 cp will have better stats than the same mon with 15/15/15 stats at 1500 CP.

But for each mon your really need to use a CP calculator to know what will be best. Every poke is different.

E.g.. Best Azumarrill has stats of 8/15/15. But for Medicham you want 15/15/15 and maxed level.
