[Bug Description]
When attempting to create a new theme on a level created before the alpha editor, pressing the "Create new" button when creating or editing a theme does nothing.

Attempt to create a theme on a level created before the editor alpha. The level has been converted from .lsb to .vgd, but still has old themes in the level.
