IIRC this isn't possible with the tile editor, but you can mirror meshes with the mirror tool outside of the tile editor. You might be able to mirror the tile entity itself perhaps? Or you could make an instance/prefab out of the tile entity and use the mirror tool on it that way. I haven't tried this of course, but it might work. If you instance/prefab it, making changes to one side should automatically apply to the other half as well, which would make it much easier to make mirrored maps.
Can he copy tiles and paste them rotated?
