#panorama inspector window refuse to appear?

when I press f6, can i hover and highlight UI element, and i can see the inspector window in the task bar, but the actual window refuse to appear on screen. Anyone else encountering this problem? I tried restarting dota but alas that does not fix it.

this is window 11, the taskbar preview show a pure white window
