so the firmware on your device has low level access to the hardware.
it's interpreting that function key press and using that to change some settings
if you were to investigate your UEFI settings, you might find some tweaks for things like frequency, cores enabled, etc.
It's probably just 'flipping those switches' and the settings get applied
Not much in the way of specifics that I can tell you, I'm afraid
as an example of firmware weirdness
if I turn on my laptop (AMD) without the power brick
it locks the CPU to the lowest frequency

Sometimes you can change that with software from within the OS
my laptop has that, and since it's a clevo I can use the tuxedo stuff to control it.
From my experience cpupower only shows frequency range of the base clock and turbo clocks are handled automatically in firmware when turbo is enabled and cpu reaches maximum base clock. Tools like turbostat show the actual frequency when turboing
