I buyed used new nintendo 3ds xl but then when i modded it and i forgot it had allrady nintendo network id and i cant delete it because it has pasword of current owner and i didnt reset before modding it what should i do?.

No, you can backup any save data with checkpoint and put that back on your sd card after formatting though
