This is related to emulated gba pkmn games on a modded 3ds. Is it possible to transfer those Pokémon to newer games? Such as Oras or US/UM? Or because of the software, it’s not possible.

Im talking about transferring/ trading Pokémon over on newer games through bank. I have the gba games on my 3ds already. I think they are .CIA files

No you cant with pokebank. But with pksm. But there are technically not legal transfered then^^

Gotcha. The game was never read in pksm when I had tried so I thought it wasn’t able to be done.

I realize now why I can’t add it, it’s because I added it as a cia file and then deleted the cia file on my sd card when it downloaded the game, so I have no clue how to find the game in my file list to add to PKSM (or how to load my current saves nds saves on it)

.CIA aren't games. They're basically an E-shop installer program.
As i said PKSM doesn't support injected GBA games. Though it has a non-present game option that lets it read any pokemon game's .sav fille
So you'll need to look up a guide to extract your virtual console's game save. Then you can point PKSM towards the extracted save
