I bought a 3DS LL, modded. Blue Light turns on but no display. Seller didn't give me SD Card

So I bought a 3DS LL, that was modded apparently and i think they might've soft bricked it. I can go into Luma Config and GodMode9 but i cant launch into the Home Menu. Is there a way I can fix this or am i cooked? I do have SD cards to work with.

power off, hold SELECT, turn on console still holding SELECT - what's the luma version and what does the yellow text on bottom screen say? (if applicable)

also i dont have a nintendo 3DS folder and i cant get one, especially because i cant get into the home menu. thoughts?

then i would just skip that particular step because we know it can't be a nintendo 3ds folder data issue on account of there being none to begin with
