I tried replacing the battery and getting a different charger but it still won’t power on.

The F2 fuse may be blown. You can either take it to a repair shop or check the F2 fuse with a multimeter and replace it if it's blown.

Where's the F2 fuse? There are no 3DS repair shops in my area.

I believe that means the fuse is blown
