can someone help me disable l2 cache and overclocking

I believe u can do that in luma but holding select when u turn on the cinsole

or the rosalina menu, default key L + Down + SELECT

i know but what does the screen look like with both options off

If it's off in the luma configuration menu there will be an x next to "off" on the line that says "new 3ds cpu"

If it's on in the rosalina menu it should say "disable l2 cache"
