I've been having this issue for a while where the R button on my new 3ds xl doesn't register properly when I try pressing it, and sometimes register when I hit the button hard. It does feel a bit more stiff than the L button so i'm not 100% sure what to do

There's 3 possibilities, either it's dirty on the inside, the connectors are loose or it's just damaged
What you can try is blowing the button with an air can to try and dust away the dirt
You can blow with your mouth but that's not recommended since moist can get in there and damage the board
