The exact answer really does depend on what systems you're looking to play games from. In some cases you might technically be able to play, but performance won't exactly be great.
Take N64 for example; you can emulate those games on 3ds with Daedalus, but some of them run pretty poorly.
The older it is the better your chances
Bonus points for handheld systems
Anything Nintendo released games from on 3ds via virtual console has a fair shot of working via New Super Ultimate Injector

RetroArch for the 3DS sucks. PS1 emulation even more so. You're better off getting standalone emulators rather than RA

In general though the 3ds just isn’t really good for emulating sadly
Like there’s an n64 emulator and I just can’t get it to work, ps1 emulation sucks, and even the SNES emulation can be buggy
Which is just sad cause the 3ds should be able to run ps1 perfectly

When I say 3ds I always mean the one I have which is new 2ds xl
And it should be able to emulate ps1 easily
The original 3ds has some better hard ware then the ps2
And original 3ds Vs ps1
16x the cpu speed
And 5c the gpu clock speed

And that’s the original 3ds
And the new 3ds is about 97 times faster than ps1 in hardware
