It wouldn't be piracy if it were only a patch file that's applied to a rom supplied by the user though.

Anyway I'm not familiar with any online multiplayer mod, nor any local multiplayer mod that is distributed as a patch

there is no 3ds mods to turn on online play in a game that doesn't have it.

citra can do online play for some local multiplayer games tho
