I get the orange light and orange plug icon but then 5 seconds pass and I get the blue plug icon and no orange light. tested on multiple ac adapters and batteries and none of them are full.

Sounds possibly like a shorted fuse? Not sure

But you might wanna try replacing the ABXY board, cause that has some stuff related to power on it

Cause all the power jack is is a means to an end. It would only be in question here if the orange light wasn't coming on, cause then it wouldn't be doing it's job of connecting the console to the AC adapter
