i wanna buy a Japanese new 3ds ll but is there a way to make the console display in english and play english games?

Play English games is easy. Just hack it.

Display in English, you need to hack it and then region change it, which breaks eShop and that's something only a select few people can fix

You don't need a PC, just any device with an SD card slot
